    Chief economic minister, Airlangga Hartarto, said some of the measures include changes to opening hours for malls and limited capacity at restaurants and places of worship.

    The announcement was made following the fact that the country has recorded its biggest daily rise in COVID-19 infections with 8,854 new cases, bringing the total number to 788,402, according to data from the country’s COVID-19 task force.

    It also reported 187 new deaths, bringing the total number of fatalities to 23,296. Indonesia has reported the highest number of coronavirus cases and deaths in Southeast Asia.

    A day before, newly appointed Health Minister, Budi Gunadi Sadikin said the government intended to begin its nationwide COVID-19 mass vaccination program on Jan. 13, with President Joko Widodo set to be given the first shot.

    He added that vaccinations in other regions will start in the following two days.

    The government has previously said 1.3 million frontline workers are due to be among the first to receive the vaccines made by China’s Sinovac Biotech. Indonesia has received 3 million doses of the Sinovac vaccine, named CoronaVac .

    After health workers had been inoculated, regional governors should come forward to be given the vaccine “to generate confidence in the community,” said Budi.

    The announcement comes before the country’s food and drug agency (BPOM) has given emergency use approval to allow inoculations to start.

    BPOM did not respond to a request for comment, though the agency has previously said it hoped emergency use authorization would be granted once interim data from clinical trials in Indonesia, Brazil and Turkey was studied.

    A successful COVID-19 vaccination drive could help the government reach its target of reducing the budget deficit to under 3 percent in three years, a state official has said.

    “The government target could be reached by controlling and reducing coronavirus cases,” Regional Representatives Council (DPD) speaker La Nyalla Mattalitti said in a written statement on Wednesday.

    “If the government is successful in controlling COVID-19 cases through vaccination, it would have a huge effect on national economic recovery.”

    La Nyala said curbing the spread of COVID-19 must be a priority for the government to reach the target. 

    Otherwise, he added, if it cannot control the pandemic, it would be difficult to reduce case numbers and reduce the budget deficit. 

    The DPD speaker said he expected the mass vaccination drive, scheduled for later this month, to go smoothly.

    President Joko “Jokowi” Widodo is scheduled to take the first shot of the CoronaVac vaccine, made by Chinese pharmaceutical firm Sinovac, on Jan. 13.

    The Food and Drug Monitoring Agency (BPOM) is still waiting for the final trial results before it can issue emergency use authorization (EUA). 

    La Nyala added that COVID-19 vaccination could sow international trust in Indonesia and would get the national economy on the move again.

    He called on all parties to take part in the vaccination drive in an orderly fashion to help curb the spread of the virus.

    The end goal was to restore economic activity, which would help reduce the budget deficit, Nyala said.

    The government has since Sunday distributed more than 700,000 vials of vaccines to all 34 provinces as of Tuesday, antaranews.com reported.

    The government sent the vaccines to 14 provinces on Sunday with East Java receiving the largest amount at 77,760 vials, followed by Central Java with 62,560 vials and Lampung with 40,520 vials.

    The second shipment on Monday was directed to 18 provinces, with Jakarta receiving the largest share at 39,200 vials, followed by South Sulawesi with 30,000 vials and West Nusa Tenggara with 28,760 vials.

    On Tuesday, 38,400 vials were sent to West Java and 21,138 vials were shipped to West Sulawesi.

    Health Minister Budi Gunadi Sadikin said the total number of vials to be distributed was 1.2 million.

    “We have shipped them in batches since Sunday evening and it will be completed on Thursday at the latest,” he said in a public announcement broadcast live on YouTube after a Cabinet meeting. 

    He also said the government was still waiting for approval from the BPOM before starting the vaccination in the second week of January.

    Budi said the initial plan was to vaccinate 181 million people over the course of 15 months .

    “The President asked in the meeting whether we could do it in 12 months. We are working hard to achieve it and we need the support of all of you to do this.”

    A professor from Lambung Mangkurat University in Banjarmasin, Syamsul Arifin, said regional administrations could establish a monitoring team to ensure the quality of the vaccination program.

    “The team could evaluate, monitor and ensure that the vaccination program is conducted according to the Health Ministry regulations,” he told antaranews.com on Wednesday.

    He added that maximum effort was needed to ensure the vaccine’s security, efficacy and quality from distribution and storage to vaccination. 

    “Maintaining the high quality of the vaccine will provide optimum immunity for vaccination recipients,” Syamsul said.

    January 7, 2021 , At least 52 cases of a coronavirus variant first identified in the UK have been found in the United States, according to data posted Wednesday by the US Centers for Disease Control and Prevention.

    This includes at least 26 cases in California, 22 cases in Florida, two cases in Colorado, and one case each in Georgia and New York.

    CDC says this does not represent the total number of cases circulating in the US, but rather just those that have been found by analyzing positive samples. The agency cautions that its numbers, which are expected to update Tuesdays and Thursdays, may not immediately match those of state and local health departments.

    While the variant appears to spread more easily, there’s no evidence that it’s any more deadly or causes more severe disease, according to CDC.

    Experts suspect there could be many more cases in the country and have criticized the US for not doing more genetic sequencing of virus samples to surveil for mutations.

    On Sunday, a CDC official told CNN the agency plans to more than double the number of samples it sequences over the following two weeks — with a target of 6,500 per week.

    The earliest known US sample that carried the current version of the variant was taken on December 19 in Florida, according to the genomic database GISAID. However, collection dates are not available for all samples.

    据报道,日本政府的基本应对方针修改草案全貌。其中写明要求餐饮店缩短营业时间,提前至晚上8时打烊。有关解除宣言,将基于疫情降至4级标准中次高的第三阶段(感染骤增)水平,“进行综合判断”。

    这将是自去年4月以来再次发布紧急事态宣言。经官报公示后生效,预计时间为7日晚或8日凌晨零时。

    应对方针修改草案中就再次发布宣言相关想法写明,基于按冠病对策小组会给出的标准已达到最严重的第四阶段(疫情爆发式扩大)水平,根据“全国迅速蔓延是否给国民生活和经济带来巨大影响”进行判断。

    作为“防止蔓延”的措施,要求缩短营业时间至晚上8时打烊的对象除餐饮店外,还包括具有一定规模的百货店、运动设施、游艺场所和娱乐设施等。对于不配合的商家,将公布设施名称。

    有关人员外出和移动,强调“晚上8时以后避免不必要非紧急的外出将贯彻落实到居民身上”。为了减少接触机会,提出“出勤人数削减七成”,要求企业推行远程办公和轮班。

    日本政府将于7日召开专家会议,咨询是否符合发布紧急事态的必要条件。由专家会议判断之后,向参众两院的议院运营委员会进行汇报,并在政府对策本部会议上就发布紧急事态宣言作出决定。紧急事态宣言最早将于当天晚上生效。

    发布宣言后,1都3县的知事可以根据法律规定,请求或指示店铺限制营业,请求民众避免不必要不紧急的外出。由于这是要求民众限制经济和社会活动的重大宣言,因此日本政府认为需要向国民解释如何解除紧急事态宣言。

    日本政府依据的是分科会在2020年制定的4个感染状况阶段。有病床紧张程度、住院人数、检测阳性率、感染途径不明者占比等6项指标。日本中央政府和地方政府根据这6项指标共同讨论各地方所处阶段。由于感染严重程度因各地医疗体制等而异,因此要进行综合判断。

    在6项指标中,日本政府最重视的是“最近1周每10万人口中新增感染人数超过25人”。因为感染状况任何人都可以直观感受。在2020年春季紧急事态宣言期间,作为解除宣言的判断标准也采用了类似的指标。

    如果该指标不降到25人以下,日本政府不会解除宣言。截至1月4日,东京已达到46人,神奈川已达到33人。埼玉县和千叶县在23人左右,但因担心从邻近的东京等地蔓延而来,因此埼玉县和千叶县也列为宣言适用对象。此外,爱知县为19人,大阪府为22人。

    “每10万人新增感染25人”换算成东京日均新增感染人数就是大约500人。需要保持1周“每10万人新增感染25人以下”,才算达成该指标。1月5日东京新增感染人数达到1278人,要解除宣言需要比现在减少近800人并保持1周,这并不容易。东京的该指标接近埼玉和千叶的2倍,也有人担心会推迟解除紧急事态宣言。

    日本经济财政再生相西村康稔在1月5日的记者会上表示,“各项指标降至第3阶段,自然就会考虑解除紧急事态宣言”。关于判断宣言效果的时间,他表示“3周或者4周”。分科会当天也建议“通过宣言期间,尽可能快速地降至第3阶段”。
